If the current anti-dumping and countervailing measures are lifted, the dumping and government subsidies of the products involved in Canada will continue or occur again. The Canadian International Trade Tribunal (CITT) is expected to make a final ruling on industrial damages in this case before August 3, 2022. Customs coding for products involved before February 4, 2021 were 7305.11.00.22, 7305.11.00.23, 7305.11.00.24, 7305.11, 7305.12.00.22, 7305.12.00.23, 7305.12.00.24, 7305.19.00.22, 7305.19 .00.23, 7305.19.00.24 and 7305.19.00.25. From February 4, 2021, according to the revised tariff schedule, the customs codes of the products involved are 7305.11.00.41, 7305.11.00.42, 7305.11.00.43, 7305.11.00.44, 7305.11.00.49, 7305.12.00.41, 7305.12.00.42, 7305.12.00.43, 7305.12.00.44, 7305.12.00.49, 7305.19.00.22, 7305.19.00.23, 7305.19.00.24, and 7305.19.00.25.


On March 24, 2016, Canada launched an anti-dumping investigation on welded large-diameter carbon alloy steel pipes imported from or originating in China and Japan, and conducted an anti-subsidy investigation on the involved products imported from or originating in China. On September 20, 2016, the Canada Border Services Agency made a final affirmative anti-dumping ruling on the products in question originating in or imported from China and Japan, and made a final affirmative anti-dumping ruling on the products involved in or originating in China. On September 27 and 28, 2021, the Canadian International Trade Tribunal (CITT) and the Canada Border Services Agency (CBSA) issued announcements respectively to conduct the first inspections on welded large-diameter carbon alloy steel pipes originating in or imported from China and Japan.
